How TTX's relate to the real world

INAC's simulated scenarios in the form of tabletop exercises are loosely based on real life events which have taken place in the world. Meaning exercises are relevant and achievable in todays CBRN climate.

 

Below is a list of TTX's and how they relate to real events:

Background: The Illegal trafficking of radioactive material and knowledge has been ongoing since the days of the Manhattan nuclear weapon project in the 1940s. The threat of a terrorist group utilizing radiological material, as part of a radiological dispersal device or, “dirty bomb” is very real and many Governments have prepared emergency response plans should such an event occur.

TTX Scenario: INAC staff developed and ran the 4th in a series of tabletop exercises for advisors of decision makers, as part of the highly successful Masters course in CBRNe, currently underway at the University of Rome, Tor Vergata.

 

The image to the right show the exercise underway as the participants played out their roles, following illegal trafficking of radiological material and the simulated use of it in dirty bombs in a fictitious country.

REAL EVENT, Ukraine,  22 June 2018

The counterintelligence unit of the Security Service of Ukraine conducted a multi-stage special operation(see pic) to prevent the sale in Ukraine of nuclear material, Radium-226.

 

The use of Radium-226 by perpetrators in terrorist and extremist purposes as a component for a so-called "dirty bomb" could lead to catastrophic consequences at the international level," the Security Service said.

Background: The thought of using hydrogen cyanide to kill 1000’s of people seems pure fiction, but Aum Shinrikyo, the infamous Japanese cult that released sarin on the Tokyo subway, also tried to kill with hydrogen cyanide. Had the weapon worked as planned, 1000’s could have died.

TTX Scenario: So the TTX that INAC devised for the Chemical module of the Masters course for advisors, examined the scenario of an attack using hydrogen cyanide in a shopping mall, with the participants considering how to manage the scene, the people and the information

REAL EVENT, Ukraine,  22 June 2018

A lorry carrying toxic chemicals was involved in a traffic incident at Tradate in Northern Italy in May. Thirty firemen together with the support of the police and CBRN specialists in full hazmat level A suits, from Varese and Milan responded to the scene. The road was closed for 10 hours whilst the area was made safe.
